Common Estimation Model

Common Estimation Model (CEM) is not only a calculator, but also the processes, best practices and strategies. It includes 3 parts:

  1. Process: From L0 – L3 estimation and pass through the project life cycle.
  2. Governance: Central, Regional and Local governance. They take different roles on maintaining the template, ensure the best practices can be followed, breakdown the components for estimation, etc.
  3. Tooling: It is an Excel file or in other forms. The scripts and formulas can help the automation and view.

Some notes:

  • Run the department, run the team, line and task management activities are important in a project life cycle. They should be recovered from customer. The CEM already included the section and multipliers to count those activities into project estimation and cost.
